In 1369, the then head of the prisons organization, Abd Saleh Khoda, Martyr and Leader of Hajj Seyyed Asdalah Lajordi, after checking the statistics of the prisoners, realized that the names of some of these applicants were constantly repeated in the statistics list every month. After discussing the issue, they came across the fact that these people are debtors for unintentional crimes, such as injury or unintentional murder due to traffic accidents, or financial debt that is not fraudulent, or debt for dowry and alimony.
